Duma to Open Shop

Amidst the battle for the budget and scandalous generals' unmaskings which have shaken the Duma in the past few days, an extremely curious document somehow remained undeservedly in the shadows. On Oct. 3, the Committee for Regulation and Organization of the Work of the State Duma decreed that the lower house of parliament "for the purpose of seeking supplementary sources of financing for activities besides funds from the federal budget" is required forthwith to be engaged in commerce. ... As several members of the committee explained, this might even mean renting space in the State Duma for a certain "amount" for kiosks and exhibitions. ...


Learning of the committee's decision, Duma lawyers were stunned: The State Duma, not being a legal entity, and correspondingly, not having any accounts, is generally not in the right to be engaged in commercial activities. ...


How could such an opus slip from under the pens of legislators? By the way, it is not worth being surprised by the fact that out of 450 parliamentarians, only 26 have a legal education of which only four worked with their specialty before being elected to the Duma. Thus, of the 14 members in the Committee for Regulating and Organizing the Work of the State Duma, there is only one lawyer, and that person is Sergei Shakhrai, who often misses sessions. ...
