Croatia to Join Council

STRASBOURG, France ) -- The Council of Europe decided Wednesday to admit Croatia as its 40th member after a six-month delay over human rights concerns in the former Yugoslav republic, the organization said.

Croatia will become a member of the Council, which promotes democracy and human rights, on Nov. 6. It will be the second former Yugoslav republic to join after Slovenia in 1993.

Regarded as an antechamber to the European Union, the Strasbourg-based Council froze Croatia's application in May and set conditions concerning respect of the Dayton peace agreement ending the war in Bosnia, democracy and press freedom.
