Welfare Bill Vetoed

WASHINGTON () -- U.S. President Clinton, as he promised, has vetoed a Republican plan to overhaul the United States' primary welfare programs and end the federal guarantee of aid to the poor.

Clinton said in his veto message that the bill "does too little to move people from welfare to work," but said he was willing to work with Congress on a new version.

The House and Senate passed the bill the week before Christmas, but by margins less than the two-thirds majorities needed to override Clinton's veto.

But Clinton waited until talks with Republicans over ending federal deficits and cutting taxes broke down Tuesday to formally reject the bill.
