India Calls for Ban

GENEVA () -- India on Thursday linked progress on a global treaty banning underground nuclear explosions to its call for negotiations to start early this year on eliminating all nuclear weapons within a specified time.

Arundhati Ghose, India's ambassador to the United Nations in Geneva, set out the hardline position to a conference where 38 states are negotiating a test ban treaty.

Ghose made no reference to recent reports that India was preparing to carry out a nuclear test but said: "We have demonstrated our commitment to non-proliferation by voluntarily and unilaterally exercising the most rigorous control on our peaceful nuclear program."
