Hong Kong Snags

BEIJING () -- The Chinese government Thursday cast doubt on what had been hailed as significant progress between Britain and China on the colony's handover to Chinese rule.

British Foreign Secretary Malcolm Rifkind told reporters Tuesday that the two sides had reached agreement on several thorny issues. These included giving the go-ahead for construction of a container terminal in Hong Kong and promising to allow all current permanent residents of Hong Kong to maintain that status after the handover on July 1, 1997.

But Chinese Foreign Ministry spokesman Chen Jian would not confirm the agreements, responding to questions during a regular twice-weekly briefing with vague comments suggesting they still required negotiation.
