RIGA, Latvia () -- Estonia has the highest crime rate of the three Baltic states and its police force has the lowest rate for solving crimes in 1995, the Baltic News Service said Thursday.

Estonia's crime rate was 265 crimes per 10,000 residents, compared with 164 in Lithuania and 155 in Latvia, according to the Latvian Interior Ministry.

White-collar crimes, on the other hand, were on the rise in Latvia and Lithuania, which saw increases in the number of economic crimes of 32 percent and 15 percent respectively. Estonia had a 4 percent decrease of such crimes.
