10 Oil Problems Persist

Having signed an agreement with Azerbaijan, the government has forgotten about Russia's interests ... According to the treaty, Russia is required to guarantee uninhibited transit through its own territory of up to 5 million tons of oil a year ... and we must guarantee uninhibited and duty-free transit through our territory of Azerbaijani materials needed for drilling and oil transport.

What is preventing Russia from solving its problem on the Caspian? Is it that [Prime Minister Viktor] Chernomyrdin himself is an oil man? Or is it that LUKoil's leadership is related to Azerbaijan President Heidar Aliyev? Or perhaps that the United States is championing the concept of sectors on the Caspian, hoping -- for understandable reasons -- to divide and conquer ...

It seems likely that someone in our government has decided behind the scenes to give a nice present to their friends in the oil business.
