Tamil Partition Planned

COLOMBO, Sri Lanka () -- Tamil rebels would be given uncontested administrative control, including police powers, in one of eight proposed new regions in Sri Lanka under a government peace plan disclosed Thursday.

The plan, announced by President Chandrika Kumaratunga, seeks to forge a peaceful end to the 12-year civil war that has killed 35,000 people.

Under the terms of the plan, which would require changes in the constitution, Sri Lanka would become a federation of eight regions, including one Tamil-controlled region. Each region would have its own elected government, legislature, courts, police and the power to raise foreign loans and aid.

"This is our moment in history," said Kumaratunga in a speech to the nation.
