Rybkin Registers New Grouping

The chairman of the Russian parliament's lower house, Ivan Rybkin, applied to register his new political grouping Thursday, expected to form the core of a major electoral bloc, Interfax said.

President Boris Yeltsin asked Rybkin and Prime Minister Viktor Chernomyrdin earlier this month to form two centrist blocs to oppose communists and ultra-nationalists at parliamentary elections due in December.

Chernomyrdin has already announced the creation of a center-right bloc "Our Home Is Russia", joined by many government ministers.

Rybkin, a leading member of the powerful conservative Agrarian party, has so far avoided any public statements which could indicate he was forming his own party or bloc.

Neither Rybkin nor the Justice Ministry, which registers political groups, were available for immediate comment.

Interfax said Rybkin's Soglasiye (Accord) group would become the leading force in a center-left electoral alliance comprising some trade unions and social democratic groups.
