Rwanda Inquiry Starts

KIGALI, Rwanda () -- An international commission was scheduled to open its investigation Wednesday into the killings at Kibeho refugee camp, where death toll estimates ranged from 300 to more than 2,000.

Envoys from the United States, Canada, France, Germany, Netherlands, Belgium, United Kingdom, the Organization for African Unity and the UN were invited to an afternoon meeting at the Foreign Ministry in the capital of Kigali, said UN spokesman Ismael Diallo.

He said Wednesday's session would likely only be an organizational meeting for the commission, formed by the government to establish the number slain and the circumstances.
