EU Report Preps for Eastward Expansion

BRUSSELS -- The European Union took a step toward expansion into Eastern Europe on Wednesday when its executive commission approved a report detailing reforms former Soviet-bloc nations should make to prepare for integration into the EU market.

The EU's "white paper" sets out legislative changes East Europeans need to introduce in order to meet the body's standards in fields such as environmental protection and antitrust procedures.

Implementation of the EU guidelines should open up entry to the EU's single market which guarantees free circulation of goods, services, money and people among member nations.
