Lugar to Run in '96

WASHINGTON () -- Moderate Republican Senator Richard Lugar of Indiana has declared his candidacy for the 1996 U.S. presidential race and said his record on fiscal issues was "as conservative as they come." Lugar, stressing his qualifications as a foreign policy expert, threw his hat in the ring during an interview on CNN.

Lugar is the third declared candidate vying for the Republican nomination. Texas Senator Phil Gramm announced his bid last Friday and former Tennessee governor and ex-education secretary Lamar Alexander announced Tuesday.
