Kyrgyz Runoffs Held

BISHKEK, Kyrgyzstan () -- Voters in Kyrgyzstan have cast their ballots in runoff parliamentary elections, but officials decided not to announce the results to a new parliament Monday after protests from some candidates and allegations of fraud.

Diplomats said Sunday's voting was similar to the first round Feb. 5, which was chaotic and prone to malpractices.

The election commission said it would wait until Tuesday before unveiling preliminary results. A commission spokesman said turnout, at 61 percent, was down from 73 percent in the first round, when only 13 of the overall 105 seats were filled.

President Askar Akayev accepted there had been some vote-buying and that campaigning had been run along clan and ethnic lines.
