Ukraine to Get U.S. Aid

KIEV, Ukraine () -- In a bid to persuade Ukraine to sign a key nuclear pact, a top U.S. official has assured the former Soviet republic that American aid would begin flowing soon.

But Assistant Secretary of Defense Ashton Carter also warned Thursday that "the door of our cooperation won't be fully open until Ukraine accedes to the Nuclear Non-Proliferation Treaty."

Carter said he was "hopeful" that Ukraine, the world's third-largest nuclear power, would sign the treaty before the end of the year.

Ukrainian President Leonid Kuchma complains that Ukraine "has not received a single kopek from the West," despite meeting its obligations under a separate disarmament treaty signed earlier this year.
