Pipeline Rights

MOSCOW () -- The Russian Fuel end Energy Ministry has proposed selling rights to use the country's export pipelines under a tender system after export quotas are lifted on Jan. 1.

The ministry also suggested the right to use a pipeline be transferable from one exporter to another, Interfax said.

Oil exporters have said the lifting of the quotas will throw the market into chaos, with dozens of exporters fighting over access to pipelines. The capacity of Russian pipelines allows only a 10 percent increase in oil exports.
