EU-Latvia Free Trade

BRUSSELS -- The European Commission said Wednesday it had initialed a free-trade agreement with Latvia and was well on the way to concluding similar deals with the other two Baltic states. The Commission said in a statement the agreement with Latvia, which it said take effect on Jan. 1, 1995, foresaw creation of a free-trade zone for industrial goods infour years. An accord with Lithuania would be initialed on June 27 and negotiations with Estonia were nearing completion
