TORONTO -- Isiah Thomas, 33, a future Hall of Fame guard who recently retired from the Detroit Pistons, has been named vice president in charge of basketball operations of the expansion Toronto Raptors. The former captain of the two-time National Basketball Association champion Pistons signed a deal Tuesday with Toronto that also gives him an undisclosed stake in the ownership of the team that begins play in the 1995-96 season. Thomas said he hopes to start putting in place his coaching, scouting and training staff by early next month.
