JCaning Sentence Cut

n SINGAPORE Reuters-- Singapore upheld Wednesday a caning sentence passed on an American teenager for vandalism but reduced the number of strokes from six to four, saying it valued its good relations with the United States. The cabinet recommended to President Ong Teng Cheong that the strokes be reduced after Michael Fay, 18, had appealed for clemency. Ong's office said the president had agreed. President Bill Clinton had three times called the punishment extreme and asked for clemency. The government move surprised some analysts after a series of comments by ministers defending caning.
