Duma Set To Check Charter

The speaker of the State Duma, Ivan Rybkin, agreed Wednesday that a parliamentary commission should investigate charges that the Russian Constitution was adopted fraudulently last December. Rybkin, responding to a request by Communist deputy Anatoly Yegorov, asked the Duma's Credentials Commission, under the chairmanship of ex-cosmonaut Vitaly Sevastyanov, to investigate and report its "first results" in two weeks' time. Sevastyanov is also a Communist. Three weeks ago Alexander Sobyanin, who headed a commission investigating the December polls, suggested that only 46.1 percent of the electorate -- less than the 50 percent required to make the vote valid -- had turned out to vote for the constitution. He said the official figures which put the turnout at 54.8 percent had been manipulated by local officials.
