Dnestr Deal Nearer

KISHINYOV, Moldova -- Moldovan President Mircea Snegur announced a breakthrough in the conflict over the Dnestr region and said peace talks would begin soon. Snegur said groups of experts from the Moldovan and Dnestr sides would negotiate under mediation of Russia and the Conference on Security and Cooperation in Europe. "We are speaking about a compromise now," Snegur said. "The time when we wanted to solve this problem from a position of obstinacy has passed." Officials in the Dnestr republic, whose declaration of secession from Moldova in 1991 led to a brief war in which hundreds died, confirmed the breakthrough.
