Cooperation Between EU, Russia Close

LUXEMBOURG -- The European Union hopes to clinch a partnership and cooperation agreement with Russia by the end of June, Greece's European Affairs Minister Theodoros Pangalos said.

Pangalos told a news conference after a regular EU foreign ministers' meeting Tuesday that the Russian government had sent a letter Saturday containing new proposals to resolve a problem over trade in nuclear fuels which he said was the main obstacle holding up the partnership accord.

"We hope that we will have an agreement before the end of the six months," Pangalos said, referring to his country's tenure of the EU presidency, which ends on June 30.

European Commission officials said that Russian Deputy Prime Minister Alexander Shokhin had written to offer a compromise aimed at settling differences with France over proposed rules on trade in nuclear fuels.

France has sought tight controls over imports of nuclear fuels whereas Russia had wanted these included in the accord.
