Homeland Chief Ouster

South Africa's transitional council on Tuesday replaced Ciskei's leader with its own administrators, acting for the second time to quell unrest in a black homeland.

But unlike the takeover of Bophuthatswana, Tuesday's move did not follow widespread violence, and came with the apparent cooperation of Ciskei head of state Brig Oupa Gqozo. Mickey Webb, Ciskei's representative on the Transitional Executive Council, said the homeland had requested South African police and army troops to intervene after striking Ciskei police took officers and their wives hostage Tuesday evening.

The striking police were demanding early pension payments.
