Attack on Latvian Base

Russia has protested to Latvia over a blast that destroyed power lines near a Russian base in this former Soviet republic.

"The Russian Embassy in Riga firmly protested over this incident," said Latvian Undersecretary of State Ivars Volvers on Tuesday, adding that an investigation into the incident was already under way.

Latvian police said explosives placed by a pylon early Monday ruined some of the power lines serving Russia's Skrunda radar base, 150 kilometers west of the Latvian capital, Riga. Power supply to the base was not affected.

The Skrunda base has been a major sticking point in negotiations between Russia and Latvia over the withdrawal of Russian troops remaining in the country after the Soviet Union collapsed.
