Turkish Minister Quits

ANKARA () -- Turkish Foreign Minister Mumtaz Soysal, a vocal critic of Prime Minister Tansu Ciller's conservative policies, has resigned, saying he has not been able to run foreign policy his own way.

Ciller's office said she had accepted the resignation of Soysal, 65, after four fractious months in office.

Soysal's pro-Iraqi views are well known. Western diplomats suggest his departure could be linked to his opposition to government permission for allied forces to protect Iraqi Kurds from bases on Turkish soil. Soysal also wants to see the lifting of a UN embargo imposed on Iraq after its invasion of Kuwait.
