No Move Yet on New Negotiator

No decision has yet been taken on who will be responsible for negotiations on Russia's foreign debts, an aide to Economics Minister Alexander Shokhin said Thursday.

"There has been no decision yet," Vladimir Kuznetsov said. "At the moment all documents concerning foreign debt are being sent to (Prime Minister) Viktor Chernomyrdin or (First Deputy Prime Minister) Oleg Soskovets."

Shokhin, a deputy prime minister in the old Russian government with special responsibility for relations with international organizations, was Russia's chief debt negotiator.

But Chernomyrdin said last week that the finance minister would be responsible for these issues in a new government.

He named former first deputy prime minister Sergei Dubinin as acting finance minister on Wednesday. Dubinin, 43, replaces Boris Fyodorov, whose resignation was accepted on Wednesday.
