Mandela: Pay the Rent

African National Congress president Nelson Mandela, jettisoning a key weapon in the long struggle against white rule, called on black township dwellers on Thursday to start paying rent and taxes to local governments.

Rent and rates boycotts helped defeat apartheid but times have changed, Mandela told local authority leaders.

Boycotts began in Soweto outside Johannesburg in 1986 in a drive to make townships ungovernable, but nonpayment has left many township authorities with all but nonexistent services.
