Excise Tax Deposits

Importers of goods that attract excise tax will have to leave a deposit in Moscow before they clear customs under a new customs committee regulation announced Thursday.

Elchin Safarov, the head of federal customs revenues department, said that the new regulation, which will become valid Feb. 21, requires importers to pay a deposit equal to all customs and excise taxes not later than 10 days before the goods cross the border.

Safarov said that the new rules had been introduced because scores of importers were avoiding new excise taxes on cars, alcohol and tobacco introduced in November.

He said out of 29.4 billion rubles due to be paid on 781 lots of goods, registered by the Smolensk customs point last year, the State Treasury only received 7 billion.
