Ukraine Agrees to Surrender Arsenal

BRUSSELS -- Ukraine agreed with Russia and the United States on Monday to give up the world's third-largest nuclear arsenal, President Bill Clinton announced.

NATO Asks East to Join Partnership

BRUSSELS -- NATO on Monday invited East European and ex-Soviet states to join a ""Partnership for Peace"" in a first step towards bringing at least some of its former Warsaw Pact foes into the Western alliance. In a televised ceremony on the first day of a NATO summit, alliance leaders signed a document inviting former Communist and neutral states to negotiate military cooperation agreements and offering consultations if they feel threatened. The move falls short of the demands of the new democracies of Eastern Europe, many of which want to join NATO straight away. Nevertheless, NATO Secretary General Manfred W?rner sought to reassure the East Europeans that they would not be left in the cold. ""We shall not leave you alone. We care about your security which is of direct and material concern to us,"" he said in an opening statement.
