Planes Fail To Dry Sky

The Moscow promoters of the Michael Jackson concert wanted to seed the clouds to clear the skies for the show, but were defeated by meteorology.

As rain fell throughout the day, weather service officials said that the clouds were simply too thick and low to disperse.

Earlier a spokeswoman for Dessa, the promoters, predicted sunny skies in plenty of time.

"I promise that by 2 P. M. we'll have perfectly clear weather", she said.

Dessa officials said they had signed a contract with a firm called Prosvet, a commercial arm of the Defense Ministry, to clear the clouds by early afternoon.

Prosvet could not be reached for comment, but at a rival firm, Inzhener, an official said Dessa had approached his company but balked at the bid. He said his firm leases Antonov-30 jets that release silver nitrate or dry ice into the clouds to drive them away.

At the Russian National Weather service, a meteorologist said this procedure works only if conditions are right.

"High clouds can be dispersed, but today we have a very massive low cloud accumulation and it is connected with pressure and many other factors", Tamara Mnatsikanyan said.

The only way Wednesday's cloud cover could have been dispersed, she said, would have been by "magic".
