EC Controls Jeopardize Russian Deal

European Community import restrictions will be the main obstacle to a trade agreement at negotiations with Russia next week, a spokeswoman said Wednesday.

Katherine Magnant, spokeswoman for the EC delegation in Moscow, said that an EC delegation had met with two Russian ministers on Monday and Tuesday to prepare for the sixth round of negotiations next week for a Partnership and Cooperation Agreement. The accord would offer Russia more technical assistance and a promise of access to the European market.

But the accord has been delayed because the EC wants to keep the option of imposing special trade sanctions against Russia, Magnant said.

Russian ministers have decried EC protectionism but said they might settle for a less far-reaching agreement to revive trade, Commersant Daily said.
