Flooding Disrupts Phones

Dozens of foreign businesspeople with offices in the Radisson-Slavjyanskaya Hotel, as well as diplomats at the nearby Italian Embassy, struggled through their fourth day of on-again-off-again phone service Friday with little hope of a solution in sight. The problem stems from Hooding which destroyed a main feeder cable for the Moscow area affecting thousands of users with the prefix 941, according to telephone users who have spoken with telephone company officials. Fred Dickerman, technology director of the Americom Business Center, one of the worst-affected foreign phone users, said Friday that only 40 percent of incoming lines and 70 percent of outgoing lines were operating. He said the center had only been able to reopen outgoing lines by establishing a satellite link with Helsinki. A spokesman at Dialogbank, which has offices at the Radisson-Slavjyanskaya Hotel, said Friday that the bank had managed to continue money transfer operations despite the problems.
