Parliament To Convene 'Economic Assembly'

Parliament will set a date for a session of the Congress of People's Deputies by July 15 and will call an "all-Russian economic assembly" for July 28-29, the legislature's press spokesman announced Monday.

Yury Marchenkov, head of the press center of the Supreme Soviet, Russia's working parliament, said that the Congress would concentrate mainly on the economy. He said the economic assembly at the end of July would be a "dress-rehearsal" for the Congress.

By announcing the Congress and its economic theme, the Supreme Soviet appeared to be trying to take the political initiative from President Boris Yeltsin.

Plans for a draft constitution have run into trouble lately as Russia's 89 regions and ethnically defined republics have clashed over how much independence they should receive under the new charter.

On Thursday, the Urals region of Sverdlovsk declared that it was unilaterally upgrading its status to that of a republic, a move that Vice President Alexander Rutskoi on Monday said could "undermine" the Russian Federation, according to Itar-Tass.

"What then of the Novosibirsk region, Krasnoyarsk district? " Rutskoi told a meeting of scientists in the Siberian city of Novosibirsk, Itar-Tass said. "All this nudges the Russian Federation towards disintegration".
