India Pursues Rocket Deal

A team of Indian officials has arrived in Moscow for a week of talks aimed at preventing cancellation of a rocket engine deal that has become the focus of a dispute between Russia and the United States.

An Indian diplomat said Monday that U. R. Rao, chairman of the government-run Indian Space Research Organization, and K. Kasturirangan, director of its satellite center, will hold talks with Russian officials until Friday.

The United States has objected to Russia's proposed sale of liquid fuel rocket engines and related technology to India, on the grounds that that sale of the rockets would breach the Missile Technology Control Regime.

The resultant dispute caused Prime Minister Victor Chernomyrdin to cancel to a trip to Washington last month.
