Canada Backs Sanctions

Barbara McDougall, the foreign minister of Canada, indicated Thursday that progress was being made in breaching the split between Russia and the West over the conflict in the former Yugoslavia.

I think that we're very close in our position towards the situation in the former Yugoslavia", she said. "We agreed on the significance of sanctions or the need for action to back up the approach that the U. N. will take".

Russia this week announced its acceptance of the peace plan for Bosnia, devised by mediators Lord Owen and former U. S. Secretary of State Cyrus Vance, that would divide Bosnia into 10 semiautonomous provinces under a weak central government.

The plan has met with opposition in Washington, which wants tougher measures to suppress Serb expansion than the plan proposes.

Washington has expressed concern the Vance-Owen plan would codify "ethnic cleansing", the Serb practice of violently purging areas of Moslems.

Kozyrev on Thursday repeated his support for the plan, urging "sanctions against any side that failed to comply".
