Russian Communications Poor

Russia's communications system ranks it among third world countries and at the bottom of the list of the countries in the Commonwealth of Independent States, Itar-Tass reported Monday.

The news agency, quoting figures from a parliamentary debate Monday on communications legislation, said there are only 28 phones per 100 families in Russia, the lowest in the Commonwealth.

The new draft law on communications is aimed at curbing state monopolies and encouraging alternative services. But, the news agency said, it will preserve central control of the industry.

The law will create a legal framework for the communications industry that deals with telecommunications, postal service, tariffs and government communications services.

A State Committee for Communications has been set up to "pursue a unified policy in the field", Itar-Tass said.
