Today is the Day of Local Government in Russia, a holiday established just last year! The April 21 holiday is timed to the 1785 Charter of the City under Catherine the Great, which established the nobility's legitimacy as the ruling class. The goal of the holiday is to strengthen local governments and to maintain a "broad citizen participation in the implementation of municipal programs and projects," according to Vladimir Putin.
